The Carpenters/Contractors Cooperation Committee (Quad C) is a non-profit organization established pursuant to the Federal Labor-Management Cooperation Act of 1978 (29 U.S.C Sect. 175a and committed to quality development and quality construction jobs. For over 30 years, the Quad C has collaborated with local, state and federal civil and criminal law enforcement agencies to crack down on unlawful business practices that hurt responsible contractors, workers and communities.

The Quad C is also now authorized in California to file direct legal actions against general contractors when their subcontractors violate labor laws on private construction projects. The Quad C monitors hundreds of projects, ranging from public works, affordable housing to multi-family residential. From case filing through planning and entitlement, we actively participate in the development process.

Once projects are in the construction phase, our team vigorously monitors projects to ensure compliance with the law.
Services
California Labor Code 218.7 now makes general contractors liable for a subcontractor's labor violations on private construction projects.
This law is a critical step in helping victims of wage theft recover their money, and enable responsible contractors to compete fairly and not be undercut by law-breakers.
This law is a powerful tool to foster a culture of compliance in the residential mixed-use industry where wage theft and payroll tax fraud practices are all too common.
If general contractors realize they have skin in the game, they will not be able to turn a blind eye and will take steps to ensure they work with responsible law-abiding subcontractors.

This criminal activity is just one aspect of the illegal business practices plaguing the construction industry, along with wage theft, independent contractor misclassification and workers' compensation insurance fraud.
Shady schemes include the use of labor traffickers, off-the-books cash pay, falsified workers' compensation insurance premiums, violation of wage and hour laws and the use of fake bank accounts.
It seems that every other story in the media related to the housing crisis ends up bringing up the catch-phrases "labor shortage" or "high labor costs."
But rarely are these terms probed deeper to get a sense of the troubling current working conditions on many of our mixed-use and multi-family residential projects across the region.
The Carpenters/Contractors Cooperation Committee (C/CCC) is a labor-management watchdog group that monitors the construction industry for compliance with the law.
Our goal is to ensure quality development and promote responsible contracting.
